Transfer of Land to the University of California

The donation of land at the Lake Spaulding (Grouse Ridge) planning unit to the University of California, and the establishment of a conservation easement held by the Bear Yuba Land Trust were finalized on December 14, 2016.

Final Land Conservation and Conveyance Plan – Lake Spaulding (Lindsey Lakes)

At its September 21, 2016 meeting the board adopted the proposed Land Conservation and Conveyance Plan for lands to be retained by PG&E at the Lake Spaulding (Lindsey Lakes) planning unit in Nevada County.

The LCCP describes how the proposed transaction and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The board also approved the proposed conservation easement funding agreement between the Stewardship Council and the Bear Yuba Land Trust.

The draft LCCP was made available for a public review and comment period from July 22, 2016 to August 20, 2016.

Proposed Land Conservation and Conveyance Plan – Lake Spaulding (Lindsey Lakes)

The Watershed Planning Committee of the Stewardship Council forwarded to the board of directors for its consideration and possible adoption the proposed Land Conservation and Conveyance Plan for lands to be retained by PG&E at the Lake Spaulding (Lindsey Lakes) planning unit in Nevada County.

The draft LCCP was made available for a public review and comment period from July 22, 2016 to August 20, 2016.

Advice Letter resubmitted to California Public Utilities Commission Regarding Lake Spaulding Land Conservation and Conveyance Plan (Lands to be donated to UC)

On June 20, 2016 PG&E re-submitted an Advice Letter to the California Public Utilities Commission (CPUC) pursuant to Public Utilities Code Section 851 requesting the CPUC’s approval of the donation of fee simple title to the 1,459-acre Lake Spaulding property in Nevada County to The Regents of the University of California – Center for Forestry (UC). The conservation easement by and between UC and Bear Yuba Land Trust has been revised to remove a provision which established an Outdoor Education Center Building Envelope General Area. PG&E resubmitted this Advice Letter with a revised and updated Land Conservation and Conveyance Plan and conservation easement.

On February 12, 2016, PG&E withdrew its Advice Letter due to nearby property owner concerns about the building envelope in the proposed conservation easement to be established on the lands recommended for donation to UC.  Subsequently, UC and the Bear Yuba Land Trust agreed to revised the conservation easement to omit the building envelope.  The Revised LCCP is found here:

On November 5, 2015 PG&E submitted an Advice Letter to the California Public Utilities Commission pursuant to Public Utilities Code Section 851 requesting the CPUC’s approval of PG&E’s Donation of fee simple title to 1,459 acres at the Lake Spaulding planning unit in Nevada County to the University of California - Center for Forestry (UC). The Conservation Easement on these acres will be held by the Bear Yuba Land Trust.

At its March 18, 2015 meeting, the board adopted the Lake Spaulding Land Conservation and Conveyance Plan (LCCP) for the Lake Spaulding planning unit (Lands to be Retained by PG&E at Lake Spaulding, Fuller Lake, Rucker Lake, and Blue Lake) located in Nevada County, California,

The LCCP describes how the proposed transactions and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The draft LCCP was made available for public review and comment for a 30-day period from December 22, 2014 to January 21, 2015.

Final Land Conservation and Conveyance Plan Adoption - Lands for Donation to University of California

At its November 19, 2014 meeting, the board adopted the Lake Spaulding Land Conservation and Conveyance Plan for the Lake Spaulding planning unit located in Nevada County, California.

The LCCP describes how the proposed transactions and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The draft LCCP was made available for public review and comment for a 30-day period from September 15, 2014 to October 15, 2014.

At its September 10, 2014 meeting, the board recommended Bear Yuba Land Trust and Placer Land Trust as the prospective conservation easement holders over remaining lands in the Lake Spaulding planning unit, in Nevada County and Placer County respectively, for which a conservation easement holder has not yet been recommended.

At its November 14, 2013 meeting, the Stewardship Council Board of Directors recommended the US Forest Service –Tahoe National Forest  as the prospective fee title donee for approximately 469 acres of land in the Lake Spaulding planning unit, located in Nevada and Placer County.

At its June 27, 2013 meeting, the board recommended the Bear Yuba Land Trust as the prospective conservation easement holder on 699 acres of property in parcel 825 an 826 in the vicinity of the Deer Creek Powerhouse.

At its January 16, 2013 meeting, the board recommended the Bear Yuba Land Trust as the prospective conservation easement holder on the property previously recommended for donation to UC.

At its November 16, 2011 meeting, the board recommended the University of California–Center for Forestry as the prospective fee title donee for approximately 1,484 acres of land in the Lake Spaulding planning unit, located in Nevada County

The board will recommend fee title donees for the remainder of the lands available for donation in the Lake Spaulding planning unit at a later date.

Land Stewardship Proposals


On May 13, 2011, the Stewardship Council received land stewardship proposals from organizations interested in being considered for donation of fee title to certain lands located within the Lake Spaulding planning unit. The Department of Forestry and Fire Protection, Nevada County Land Trust (aka Bear Yuba Land Trust), the San Joaquin County Office of Education, the US Forest Service–Tahoe National Forest, and University of California–Center for Forestry prepared and submitted proposals and are responsible for the information contained therein. Proposals are presented as is, and the Stewardship Council does not make any assertion regarding the accuracy or completeness of information presented, nor do the proposals necessarily reflect the views of the Stewardship Council. The Stewardship Council fully reviewed and considered the proposals before recommending any organizations for donation of fee title to lands within the Lake Spaulding planning unit.

Please note that the following Land Stewardship Proposals may concern several planning units within the Yuba–Bear River watershed area.
